A harmless name tells us very little

Renaming a program from cache-sync to holiday-photo.jpg would change how it looks in a directory listing. It would not turn its instructions into a photograph. The bytes inside the file would still describe the same program, and an analysis tool examining those bytes could still recognize its format.
